The narrator reports (in what is explicitly a third-person paraphrase of what "Uncle Gavin told him" - i.e. Charles) how Clarence pretended to endorse Devries in a conversation that was passed throughout his voting block; Clarence thereby stokes their racial fears that, once in office, Devries will pass "legislation to break down forever the normal and natural . . . barriers between the white man and the black one" (343).
